2011 version of the Green Standard Now Available from ASHRAE, USGBC, IES

ATLANTA – Changes to help make buildings and systems more sustainable are part of the newly published version of the high performance green building standard from ASHRAE, the U.S. Green Building Council (USGBC) and the Illuminating Engineering Society (IES)

ANSI/ASHRAE/USGBC/IES Standard 189.1-2011, Standard for the Design of High-Performance, Green Buildings Except Low-Rise Residential Buildings, provides a green building foundation for those who strive to design, build and operate high performance buildings. It covers key topic areas of site sustainability, water-use efficiency, energy ef¬ficiency, indoor environmental quality and the building’s impact on the atmosphere, materials and resources.  When first introduced in 2009, the standard was the first code-intended commercial green building standard in the United States.

“Since Standard 189.1 was first published, we have received much input from the industry offering suggestions on how to strengthen it in all areas,” chair Dennis Stanke said. “This 2011 version incorporates much of that input. More importantly, the 2011 version incorporates updated connections to its referenced standards – primarily ANSI/ASHRAE/IES 90.1-2010 and ANSI/ASHRAE 62.1-2010. Compliance with these updated provisions will result in further improvements to indoor environmental quality, while further reducing energy use and environmental impact through high-performance building design, construction and operation.”

The most significant change in energy-related provisions results from new requirements in ANSI/ASHRAE/IES Standard 90.1-2010, Energy Standard for Buildings Except Low-Rise Residential Buildings, adding to and superseding requirements in the 2007 version. In October 2011, the U.S. Department of Energy found that the 2010 version of Standard 90.1 contains significant energy savings over the 2007 standard. The energy savings in the Standard 90.1-2010 provisions also result in energy savings for building projects complying with Standard 189.1, according to Stanke.

In addition, mandatory and prescriptive renewable energy requirements were clarified to reduce confusion and simplify calculations; now both mandatory provisions to prepare for on-site renewable energy and provisions to produce prescribed levels of renewable energy must be met. Additionally, buildings that meet the prescriptive requirement for renewable energy production are now deemed to comply with the mandatory requirement for renewable energy site-preparation.

The standard also updates the performance option for energy efficiency (Appendix D) so that it refers to Appendix G of Standard 90.1-2010, which is now a normative appendix. Appendix G of 90.1 applies to projects seeking to reduce annual energy cost more than would be possible by merely meeting the requirements of that standard.  Appendix D in Standard 189.1, on the other hand, provides a performance option for compliance as an alternative to the less-complex prescriptive option; it must show that the project design results in annual energy cost equal to or less than would be possible by meeting the mandatory plus prescriptive requirements of the standard, according to Stanke.

Additional changes to the 2011 standard include:
•       More stringent Lighting Power Density allowances due to the change in reference to Standard 90.1-2010.   Both interior and exterior values are now set as a percentage of the Standard 90.1 allowances, based on building, space or area type.
•       Automatic controls are now required for lighted signs visible during daytime hours; controls must reduce the lighting power to 35 percent of full power. For other outdoor signs, automatic controls must now turn off lighting during daytime hours and reduce the lighting power to 70 percent of full power after midnight.
•        Open-graded (uniformed size) aggregate and porous pavers (e.g., open-grid pavers) qualify as a hardscape surface for heat island mitigation with no further testing.  Permeable pavement and permeable pavers must meet a minimum percolation rate rather than a minimum solar reflectance index (SRI).

Standard 189.1 is currently a jurisdictional compliance option in the International Green Construction Code developed by the International Code Council, ASTM International and the American Institute of Architects.

City of Seattle - Green Building EVOLUTION


Seattle’s Green Building EVOLUTION

The City Green Building team takes an exciting new step in 2012. Beginning in January, part of the “green team” will join forces with the Office of Sustainability and Environment (OSE). Staff focused on policy development will become part of OSE, and those focused on green codes and permitting will stay with the Department of Planning and Development (DPD), as part of the Operations Division. As this next step unfolds, both DPD and OSE will continue to develop and implement innovative approaches to building sustainable neighborhoods. 

City Green Building’s mission -- making green building standard practice -- has held fast over ten plus years. The City of Seattle’s legacy as a national leader has fostered local adoption of green building practices, moving beyond the early adopters to the mainstream market. “Seattle’s green building growth has been exponential.  Given the current level of green building expertise and innovation in the private market and in regional organizations we need to continue to evolve our vision and approach,” said Sandra Mallory, Program Manager for City Green Building. “If we are to achieve a climate neutral Seattle, then our green building policies and initiatives need to fit within a broader context.” 

 The evolution of the green building program naturally led to greater coordination with the Office of Sustainability and Environment, the City’s primary office for urban sustainability policy development. “Over the past years, the green team and OSE have worked closely together on numerous initiatives, including co-leading the Green Building Task Force which in turn led to programs like Community Power Works, Energy Benchmarking and Priority Green permitting. Consolidating our efforts will better align work in overlapping areas and allow the City to expand our work on environmental priorities,” said Jill Simmons, Director of OSE.

Within DPD the green team has worked to support both typical and advanced green building projects through education, incentives and program development. “DPD has been a long-standing advocate for green building from within City government. We have invested in our staff – teaching green building strategies so that our reviewers are ready to help applicants when they come in,” said Diane Sugimura, the Director of the Department of Planning and Development. “We remain committed to removing barriers to green building and encouraging innovative sustainability practices.”

In 2012 DPD will remain focused on growing green permitting, on supporting the Living Building Challenge pilot and on evaluating the International Green Construction Code (IgCC) for potential adoption in Seattle. Planning staff will work closely with OSE to implement land use policies that advance green building.  Green building staff in OSE will be working on implementing the Sustainable Building and Sites policy, development of a city Resource Conservation Plan, and providing ongoing management and support of the energy benchmarking program and the 2030 District.

The International Living Future Institute is now accepting proposals for education sessions and presenters / moderators / facilitators for its 2012 program.  We are looking for creativity, depth, and innovation in both session topics and format.  Out-of-the-ordinary learning and networking formats provide innovative design strategies, cutting-edge technical information, and the inspiration needed to achieve significant progress in pursuit of a future that is socially just, culturally rich and ecologically restorative.

The Quest for Carbon Neutrality

Since the effects of greenhouse gases (GHG) have been measured, policy-makers, design professionals and concerned citizens have formulated ways to slow, and ideally reverse, GHG emissions. As a major contributing source of these climate-changing pollutants, the built environment has been under significant scrutiny and proposed changes over the past 3 decades, and the term “sustainability” has entered mainstream America. Now, as design professionals, we are evaluating different sustainable design protocols, responding to broad stakeholder groups, and working to do more with fewer resources.

Understanding how different protocols align with carbon neutrality, how building performance is currently being measured, a viewpoint on how the industry continuing to evolve, and approaches to rethinking the design process and engaging the end users from an engineer’s perspective are key topics of this presentation.

Joshua Robischon, PE, HBDP, LEED® AP BD+C champions sustainable approaches tailored to multi-use spaces common to academic environments. Engaged with the planning, programming and design processes for these projects, he collaborates with clients to develop integrated systems that align with various sustainable protocols. Over the past decade, he has applied his technical knowledge to assist stakeholders and design teams understand the impact of system options, approaches and adopted protocols to address siting, massing and building design decisions. He holds a Bachelor of Science, Mechanical Engineering from the University of Washington, is a licensed professional mechanical engineer in the state of Washington, and is a certified professional for two sustainable design accrediting bodies.



As a consummate researcher and engaged engineer, Brian Boettcher PE, LEED® AP has contributed to the advancements in sustainable design as a professional peer and practitioner. He is accredited with one of the first ground source heat pump systems designed and installed in a K-12 application and vanguarded the hybrid displacement ventilation system that is emerging as owners’ standards. These highly sustainable systems require a more interactive and cohesive approach to the design process to realize the benefits of each. Brian holds a Bachelor of Science, Mechanical Engineering from Pennsylvania State University and a Bachelor of Sciences, Chemistry and Biology from University of Puget Sound, is a licensed professional mechanical engineer in the state of Washington, and is a LEED® accredited professional.


Erik Stearns’ PE, LEED® AP dynamic background as a consultant to public and private end-users has contributed to the success of wide array of projects earmarked with resource conservation goals. Applying his 19 years of experience to work with stakeholders and professional peers, he has aided in site selection and planning of integrated systems to serve capital investments in new and, as appropriate, existing facilities. His versatility engineering systems within different utility districts, developing lighting strategies and complying various stringent code requirements has served owner/operators as they have strove for highly sustainable, low carbon footprint ratings. He is a Washington State University alumnus with a Bachelor of Science in Electrical Engineering, licensed electrical engineer in state of Washington and a LEED® accredited professional.

Climate Analysis for a More Sustainable Architecture (Series) 
AIA Seattle's partners in the AIA+2030 Professional Series, the Integrated Design Lab, ASHRAE Puget Sound and BetterBricks, are offering an education series this fall to provide a deeper level of understanding about the key topic of climate analysis.

This course will focus on the practice of climate analysis for the purposes of designing more sustainable buildings that respond to local site and weather conditions to reduce their use of energy while optimizing occupant comfort.

We will define what is meant by climate, examine its constituent variables, identify sources of data, and evaluate tools and techniques to display, analyze, and interpret these conditions in a useful way. The interpretation of local climate conditions will specifically focus on graphic tools and techniques to understand key climate variables. These techniques will include the use of free and commercially available software packages, but importantly will include the use of manual digital techniques such as Excel or other data management programs that allow the user the greatest flexibility in interpreting results.

While much of the class will focus on the analysis of climatic data specific to individual building projects, the course will examine issues beyond the limits of the building envelope: microclimatic interactions between buildings, their landscape settings, and the local site specific weather conditions; and the role that changing climate conditions might play for the future of a more sustainable architecture.

Chris Chatto is a Sustainable Design Architect. He focuses on optimizing building efficiencies, from energy and daylighting studies in early project development to tracking the performance of completed projects, to monitoring the energy performance of ZGF projects in the context of the 2030 Challenge. Chris developed an expertise in daylighting, climate analysis and bioclimatic design for high performance buildings while working with the BetterBricks Integrated Design Labs at the University of Oregon and University of Washington.

Globally the title “Eco-city” is used as a descriptor for every municipal project that is even the lightest shade of “green.” From newly constructed communities in China and Middle East to sustainable infrastructure projects in developed and developing nations, it is easy to bestow upon oneself the title. The questions becomes what are the motivations and what are the criteria? From lessons learned while working around the world, Kath Williams proposes all measurement tools should be framed in terms of values and opportunities for people, profit, and the planet if the goal of sustainability is ever to be achieved.

Bio: Kathy Wahrer Williams, past president of the World Green Building Council, has a diverse background in sustainability—from construction projects to green education. Drawing on her experiences as assistant to the vice president of research at Montana State University, her position as executive director of MSU’s Green Building project, and her service as vice chair of the U.S. Green Building Council for six years, Kath is involved in the development of green building councils and rating systems throughout the world, including India, Taiwan, Australia, UAE, Mexico, and Guatemala.

She has been recognized for her work in supporting the development of two LEED-Platinum buildings in India, Taiwan Semiconductor’s LEED-Gold fabrication plants, and two U.S. Air Force projects in Nebraska. Kath Williams + Associates (KW+A) currently supports sustainable education and LEED projects for clients including US EPA/DOE Labs21, Yellowstone National Park and National Institutes of Health (NIH).

Denis Hayes, President, Bullitt Foundation
Denis Hayes is president and CEO of the Bullitt Foundation, a Seattle-based philanthropy seeking to transform Cascadia into a global model of sustainable development. Denis was national coordinator of the first Earth Day in 1970 and is still honorary chair of the International Earth Day Network. At various points in his career, he directed the federal governments’ National Renewable Energy Laboratory, taught engineering at Stanford University, practiced law in Silicon Valley, and founded a number of NGOs seeking to influence government policy, corporate reporting, and consumer behavior. He received the national Jefferson Awards Medal for Outstanding Public Service, the John Muir Award of the Sierra Club, and the Charles Greeley Abbott Award of the American Solar Energy Society. Time Magazine named him as “Hero of the Planet.”

Lucia Athens, Chief Sustainability Officer, City of Austin, TX
Lucia Athens ASLA, LEED™ AP is the City of Austin’s first Chief Sustainability Officer. Her book Building an Emerald City, released by Island Press, is intended to inspire adoption of green building, and provide practical solutions for local governments towards that end. Much of the book is based on what she learned during the ten years she led the City of Seattle's green building program, from its inception to a fully integrated technical assistance and green code development initiative. Originally from Texas, Lucia served on the team that developed the first Green Building Program in the nation for Austin. She recently returned to her native state to continue advancing governmental sustainability initiatives.

Professor Patrick M. Condon, University of British Columbia, James Taylor Chair in Landscape and Liveable Environments
University of British Columbia Professor Patrick M. Condon has more than 25 years experience in sustainable urban design; first as a professional city planner and then as a teacher and researcher. He started his academic career in 1985 at the University of Minnesota, moving to the University of British Columbia in 1992, acting first as the Director of the Landscape Architecture program and later as the James Taylor Chair in Landscape and Livable Environments. He is now senior researcher with the Design Centre for Sustainability at UBC, a sustainable urban design think tank that evolved from the original efforts of the Chair. In that capacity he has worked to advance sustainable urban design in scores of jurisdiction, both here in Canada and abroad. His most recent publications include Seven Rules for Sustainable Communities: Design Strategies for a Post Carbon World and Design Charrettes for Sustainable Communities, both from Island Press.

Jason S. Twill, Senior Project Manager, Sustainability, Vulcan Inc.
Currently managing sustainability initiatives at Vulcan Inc., Jason has over a decade of experience in the areas of construction management, architecture, urban planning and real estate development. His work includes research and implementation of portfolio-wide resource conservation measures, creating investment strategies for alternative energy and water systems, and advocacy work for policies that support environmentally conscious design. Jason earned a masters degree in real estate finance and development from New York University and is a trained climate change communicator for both the city of Seattle and The Climate Project. Jason also currently serves on the board of the Cascadia Green Building Council as well as the steering committee for the Climate, Buildings & Behavior Project at the Garrison Institute. Jason is the father of two boys and spends his spare time wandering the Cascade Mountains with his family.

AIA Seattle, a Chapter of the American Institute of Architects, is taking tangible steps toward reaching the 2030 Challenge. One of those steps is creating the AIA+2030 Professional Series™, a 10-part series of intermediate-level professional development courses designed to provide specific ways to make our built environment energy-efficient. However, architects can’t do it alone. It will take engineers, construction professionals, facilities managers, policymakers, and more to reach our goal and all are invited to participate in the series. Speaker: Timothy Beatley, Teresa Heinz Professor of Sustainable Communities, University of Virginia

Bio: Timothy Beatley is Teresa Heinz Professor of Sustainable Communities, in the Department of Urban and Environmental Planning, School of Architecture at the University of Virginia, where he has taught for the last eighteen years. His primary teaching and research interests are in environmental planning and policy, with special emphasis on coastal and natural hazards planning, environmental values and ethics, and biodiversity conservation. In recent years much of his research and writing has been focused on the subject of sustainable communities, and creative strategies by which cities and towns can fundamentally reduce their ecological footprints, while at the same time becoming more livable and equitable places.

He has published extensively in these areas, including his new book Biophilic Cities: Integrating Nature into Urban Design and Planning and the following recent books: Planning for Coastal Resilience (Island Press, 2009); Resilient Cities (Island Press, 2008); Green Urbanism Down Under: Learning from Sustainable Communities in Australia (Island Press, 2008); Native to Nowhere: Sustaining Home And Community In A Global Age (Island Press, 2005); Green Urbanism: Learning From European Cities (Island Press, 1999); The Ecology of Place: Planning for Environment, Economy, and Community (Island Press, 1997); Ethical Land Use (Johns Hopkins University Press, 1994); Habitat Conservation Planning: Endangered Species and Urban Growth (University of Texas Press, 1994); Natural Hazard Mitigation (Island Press, 1999, with David Godschalk and others); and An Introduction to Coastal Zone Management (Island Press, 2002, Second Edition, with David Brower and Anna Schwab)

The Transformational Lecture Series aims to inspire all building industry professionals to embrace their role in creating as sustainable built environment now, as well as ensuring that sustainability becomes integral to all development in the future. Taking the lead from the Living Future 2010 tag line, “Hope: Revaluing Community,” Oregon’s Transformational Lecture Series will establish a through-line for revaluing the greater community of Oregon by addressing the enormous challenges confronting the state of Oregon and the importance of moving to a more self-sufficient economy for a secure and sustainable future. In an effort to both reduce cost and carbon emissions, and to inspire the local community, most speakers are notable local heroes and reside in the Pacific Northwest.
