SUMMARY:
Announcement has been extended. 
The responsibilities of this position include applying expert knowledge and skills in mechanical engineering/HVAC design and construction of system modifications to occupied buildings, including specialized design for medical, fire protection, plumbing, HVAC, hydronic, controls and energy recovery systems for health care, courthouse, detention and office buildings. Other responsibilities may include troubleshoot system issues, determine the appropriate resolution (retrofit, re-design); design improvements and draft and review technical documents for HVAC projects.

This position will also negotiate contracts, attend construction meetings and participate in walkthroughs during project construction. Responsibility also includes supervision of Operating Engineers (OE's) in the operation and maintenance of the HVAC, controls and related engineering equipment for a group of Facilities Management Division (FMD) owned and managed buildings; budget development and management; protection and maintenance of assigned facilities to ensure a safe and comfortable working environment for employees, tenants and visitors in County buildings on a 24/7 basis; management, administration and allocation of OE's for multiple facilities or at multiple work locations; development of cohesive strategic goals and business plans consistent with County, Department, Division and Section visions, missions; and negotiate and oversee work contracts with other local governments and King County agencies. This position serves as a technical resource for staff, monitors staff performance and provides training as needed to ensure work is accomplished efficiently and complies with applicable standards and codes; and will also engage in meetings and discussions with tenants to learn user needs and with consultants/vendors/contractors and collaborate on engineering concepts and recommendations.

WORK SCHEDULE:
 This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime-eligible. This position is paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. – 5:00 p.m., Monday through Friday. This position may be required to work extended and/or flex scheduled work hours to respond to service needs.

JOB DUTIES:
  • Supervise Operating Engineer employees; participate in hiring and disciplinary decisions.
  • Work collaboratively with Building Services staff, supervisors, and managers to develop a routine preventative maintenance checks and services program within the organization's system for building systems within the division's facility inventory; implement and maintain the preventative maintenance checks and services program.
  • Collaborate with the Capital Planning and Development Section on the development and implementation of the Division's comprehensive Energy Management Plan/Program; assist in the development of county-wide performance contracting projects and energy cost savings programs and policies.
  • Monitor energy consumption for assigned facilities with the intent to improve efficiencies in building operations.
  • Write technical reports, budget requests, and correspondence for executive, department, or division level signatures.
  • Perform and direct the investigation of building HVAC and complex engineering control systems.
  • Develop labor resource estimates based on established work. Develop and oversee specialized staff training.
  • Customer service interaction, respond to concerns of tenants, elected officials and their representatives; resolve complaints and issues.
  • Review technical plans and documents related to HVAC projects; manage, inspect and oversee HVAC related maintenance and construction projects.
    • Participate in building commissioning processes with the consultants/or contractors.
    • Participate in ESCO projects and provide feedback on any potential energy savings measures to all participants.
    • Participate in level 1 energy audits for any targeted building systems to identify energy savings measures.
    • Participate in job walks and punch list processes during project construction.
    • Participate in construction project closeouts.
    • Management of day to day decisions of the operation of the building.
    • Management of engineered changes to the sequence of operation for energy savings and coordinate with FMD engineering.
    • Familiar with local codes, industry standards and ordinance
    • Management to insure that an overall integration of all changes to building systems are maintained.
    • Quality Assurance and Quality Control all contract documents
    • Independent verification of workmanship and quality control procedures.
EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
  • Bachelor's degree in mechanical engineering (BSME) with five to seven years of experience, Or Associate of Arts Degree (AA) in HVAC with 10 to 12 years of experience in designing HVAC systems for health care, detention, courthouse and office buildings.
  • Experience in building automation systems, construction, property or facilities management and five years of progressively responsible experience in building operations; or eight years of building operations management experience, and a combination of education and experience in the facility management industry.
  • Experience in operating and maintaining building HVAC systems and complex engineering controls including knowledge of the hazards and precautions associated with building HVAC systems.
  • Experience in reviewing technical plans and documents and participating in engineering tasks.
  • Ability to blend people into teams and foster open dialogue.
  • Demonstrated ability to accurately scope out length and difficulty of tasks and projects and sets objectives and goals; ability to measure performance against those goals and evaluate results.
  • Knowledge and experience in providing challenging and stretching tasks and assignments and pushing people to accept developmental moves as well as taking on those who need help and further development.
  • Experience providing excellent customer service and establishing and maintaining effective working relationships with multiple stakeholders.
  • Ability to anticipate future consequences and trends accurately and can create competitive and breakthrough strategies and plans.
  • Ability to supervise others.
  • Strong communication, organization and interpersonal skills, and the ability to work in a fast-paced, multi-disciplined, team environment.
NECESSARY SPECIAL REQUIREMENTS:
  • Washington State Driver's License.
  • Final appointment is contingent upon successfully passing a thorough background investigation and an employment physical examination.
  • Siemens and Apogee control system certifications, or the ability to obtain within twelve (12) months.
  • Grade III Steam Engineer License or equivalent, or the ability to obtain within six (6) months of hire.
  • Experience using Maximo Work Order Tracking System is preferred but not required.
  • Registered Professional Mechanical Engineer or EIT (Engineer in Training) in the state of Washington, preferred but not required.
