Conservation Program Evaluator (Energy Research and Evaluation Analyst)
Position Description:
Seattle City Light seeks three Conservation Program
Evaluators. City
Light, a department of the City of Seattle, is one of the nation’s largest municipally
owned utilities in terms of the number of customers served. Since 1977,
energy conservation has been the utility’s first priority energy resource, and
the utility has been greenhouse gas neutral since 2006. CRD develops and
delivers energy conservation programs and services to the entire range of
customers served by the utility in Seattle
and surrounding communities.

The
Conservation Resources Division is looking for three Conservation Program
Evaluators who will make up the evaluation team in the Planning, Implementation
and Evaluation section. The Evaluators plan, design, and manage evaluation
projects to validate the energy savings being achieved by conservation programs
and policies, to assess their cost-effectiveness, and to identify opportunities
for improved program effectiveness and customer satisfaction. The evaluators
work under the general supervision of a Conservation Evaluation Supervisor
Salary: $34.32
- $39.96 Hourly

Job Responsibilities:
The
Conservation Program Evaluators plan, design and
manage program evaluations and other research projects, and analyze, interpret
and present the results. Specific duties include:

Plan, design, manage and perform research projects and evaluations
of program impacts, performance and process.
·
Plan and conduct surveys; design questionnaires and data coding
schemes; oversee data entry; and analyze survey results.
·
Perform statistical and economic analyses of energy conservation
programs and policies, market trends and consumer behavior.
·
Collect program and customer data for evaluation purposes.
·
Manage consultant contracts. Define scope of work, coordinate
RFP processes, participate in selection and manage the work of independent
contractors.
·
Serve as project manager on assigned projects and programs while
assuring that key internal and external stakeholders’ needs are integrated in
research and evaluation project planning and execution.
·
Prepare reports on study results, program accomplishments and
other topics.
·
Provide recommendations based on evaluation and research findings.
·
Make presentations and prepare written reports and communications.
·
Represent City Light and CRD in various organizations and
forums.
Qualifications:
Education: Bachelor's Degree in
social or behavioral science or in a related field involving research design
and statistical analysis
Experience: Three
years related work experience.
(or
a combination of education and/or training and/or experience that provides an
equivalent background required to perform the work of the class).
Certification/License:
Driver's License or
equivalent mobility.
Additional Information:
Desired
Qualifications
- Graduate degree in Statistical
Analysis, Business Administration, Public Administration or related
field that provides experience in research and evaluation methods.
- 3 or more years experience in
program evaluation, research design, and statistical analysis in a
public policy context (health care, education, corrections, etc.)
- Experience in research or
evaluation of energy conservation programs, services or related
areas.
- Knowledge of study designs and
methodologies, evaluation procedures, statistical techniques, analysis and
inference, and database designs.
- Knowledge of
statistical and economic analysis and research methodologies
- Awareness and understanding of
current and emerging techniques in energy conservation and energy program
evaluation.
- Strong project management skills
and experience, including management of consultant contracts.
- Significant computer skills.
Ability to establish and maintain databases as well as using office
products and statistical software (Excel, Access, SPSS, or similar).
- Ability to communicate
effectively, both orally and in writing.
- Experience
producing statistical and research reports, manuals, customer and program
data analysis and annual reporting.
