Position Description:

Job Responsibilities:
The Conservation Program Evaluators plan, design and manage program evaluations and other research projects, and analyze, interpret and present the results. Specific duties include:
·         Plan, design, manage and perform research projects and evaluations of program impacts, performance and process.
·         Plan and conduct surveys; design questionnaires and data coding schemes; oversee data entry; and analyze survey results.
·         Perform statistical and economic analyses of energy conservation programs and policies, market trends and consumer behavior.
·         Collect program and customer data for evaluation purposes.

Qualifications:

Job Responsibilities:
The Planning and Evaluation Manager will oversee City Light's conservation planning, evaluation and vender-related program implementation functions, including the following responsibilities:

·         Work with Division Director and CRD leadership to improve existing programs, develop new and innovative programs and delivery mechanisms, and identify and implement appropriate evaluation methods.
·         Oversee the development of CRD’s planning and evaluation framework to support effective program implementation. Establish and refine processes for long-term strategic planning, annual planning and budgeting, program evaluation and market research.
·         Supervise staff. Establish workload, set expectations and conduct performance reviews. Coach supervisors in their duties. Oversee and participate in hiring processes.
·         Manage the section’s financial resources. Create and implement the section’s budget, allocate financial resources, and contract for services.
·         Provide leadership for staff who implement vendor-delivered conservation programs. Oversee the contracting processes and assist with issues associated with the work of outside vendors.
·         Oversee preparation of Conservation Potential Assessment, establishment of I-937 conservation targets, participation in Department’s Integrated Resources Planning process, and preparation of CRD multi-year operational plan.
·         Oversee various planning, research, implementation, and evaluation projects. Create and standardize statistical tracking systems and reports as needed. Respond to requests for information, data and survey responses.
·         Maintain collaborative relationships with other City Departments, regional utilities and organizations, public interest organizations, and governmental agencies. Represent City Light and CRD in various organizations and forums.
·         Prepare and deliver reports and presentations. Attend meetings within the City and with outside groups.
Qualifications:
Education: Bachelor's degree in Business or Public Administration, Economics, Civil, Electrical, Mechanical or Environmental Engineering; Environmental Science; Statistical Analysis; or related field.

Experience: Substantial professional experience managing the planning, research, implementation, or evaluation of energy efficiency or energy conservation programs, services, or related area. This experience is typically gained though five or more years of relevant, progressively responsibility assignments, including at least three years as a manager or supervisor in a large, complex multicultural and diverse organization.  Prefer public sector work experience and licensure as a Professional Engineer or Certified Energy Manager.
