Position Description:
Seattle
City Light seeks a Manager to lead the Planning, Implementation and Evaluation
group within the Conservation Resources Division (CRD). City Light, a
department of the City of Seattle, is one of the nation’s largest municipally
owned utilities in terms of the number of customers served. Since 1977,
energy conservation has been the utility’s first priority energy resource, and
the utility has been greenhouse gas neutral since 2006. CRD develops and
delivers energy conservation programs and services to the entire range of
customers served by the utility in Seattle
and surrounding communities.

This
Manager will guide a team of 15 professional staff responsible for assessing
the utility’s conservation potential, planning for new and revised programs,
researching best practices and emerging technologies, implementing
vendor-delivered conservation programs, and evaluating program impacts and
processes. This position reports to the Division Director.
Job Responsibilities:
The
Planning and Evaluation Manager will oversee City Light's conservation
planning, evaluation and vender-related program implementation functions,
including the following responsibilities:

Work with Division Director and CRD
leadership to improve existing programs, develop new and innovative programs
and delivery mechanisms, and identify and implement appropriate evaluation
methods.

Oversee the development of CRD’s planning and
evaluation framework to support effective program
implementation. Establish and refine processes for long-term strategic
planning, annual planning and budgeting, program evaluation and market research.

Supervise staff. Establish workload, set
expectations and conduct performance reviews. Coach supervisors in their
duties. Oversee and participate in hiring processes.

Manage the section’s financial
resources. Create and implement the section’s budget, allocate financial
resources, and contract for services.

Provide leadership for staff who implement
vendor-delivered conservation programs. Oversee the contracting processes
and assist with issues associated with the work of outside vendors.

Oversee preparation of Conservation Potential
Assessment, establishment of I-937 conservation targets, participation in
Department’s Integrated Resources Planning process, and preparation of CRD
multi-year operational plan.

Oversee various planning, research, implementation,
and evaluation projects. Create and standardize statistical tracking
systems and reports as needed. Respond to requests for information, data
and survey responses.

Maintain collaborative relationships with
other City Departments, regional utilities and organizations, public interest
organizations, and governmental agencies. Represent City Light and CRD in
various organizations and forums.

Prepare and deliver reports and
presentations. Attend meetings within the City and with outside groups.
Qualifications:
Education:
Bachelor's
degree in Business or Public Administration, Economics, Civil, Electrical,
Mechanical or Environmental Engineering; Environmental Science; Statistical
Analysis; or related field.
Experience:
Substantial
professional experience managing the planning, research, implementation, or
evaluation of energy efficiency or energy conservation programs, services, or
related area. This experience is typically gained though five or more
years of relevant, progressively responsibility assignments, including at least
three years as a manager or supervisor in a large, complex multicultural and
diverse organization. Prefer public sector work experience and licensure
as a Professional Engineer or Certified Energy Manager.
Experience
managing budgets and human resources including employee evaluation, assigning
and monitoring work flow, and data management.
Certification/License:
Driver's
License or equivalent mobility.
Additional Information:
Desired
Qualifications: Master's Degree in Business or Public Administration,
Economics, Civil, Electrical, Mechanical or Environmental Engineering;
Environmental Science; Statistical Analysis; or related field.
Ability
to lead teams and supervise staff, ability to develop and evaluate short range
and long range plans, ability to assimilate large amounts of data, either
related or unrelated, to draw relevant conclusions, ability to exercise good
judgment in evaluation and decision making, experience securing and managing
large professional services contracts and ability to develop and maintain
positive working relationship with internal and external
contacts. Experience managing programs, budgets and employees.
