Job Responsibilities:
The Office of Sustainability and Environment (OSE) is seeking to hire a Resource Conservation Coordinator to lead the development and implementation of a Resource Conservation Management Plan (RCMP) for the City of Seattle. This position will work in coordination with OSE and multiple departments to create a comprehensive strategy to guide energy efficiency and water conservation investments across departments and in all existing City facilities. In addition to the necessary data analysis for the Plan, this position will lead data gathering, analysis and verification for the City’s municipal operations greenhouse gas inventory. The RCMP will be used to inform City policy and investments and will outline the strategies, processes, and funding mechanisms required to meet the City’s short- and long-term resource conservation goals, including a 20% reduction in energy use by 2020. The RCMP would include a comprehensive municipal building inventory, including information on resource intensity, building characteristics, and utility information; a process for tracking resource consumption, assessing efficiency opportunities, and identifying capital projects; and a process for prioritization and developing cost-effective investment packages. The Conservation Coordinator will require a broad range of skills including technical expertise, knowledge of financing mechanisms and proficiency with policy development. The position will also require extensive collaboration with utilities and across departmental lines and will advise elected officials and senior management.
Lead process to develop and implement the RCMP; Develop budgeting mechanisms and identify financing opportunities; Create and maintain centralized energy and water consumption database, and monitor resource use; Coordinate City department efforts to implement RCMP and achieve City's efficiency goals; Create and staff a City Resource Conservation Steering Committee; Manage process for ongoing assessment, project priorization, audits, recommissioning, etc; Help manage conservation projects for departments that do not have resource conservation managers; Conduct the City's municipal operations greenhouse gas inventory.
Qualifications:
Required Qualifications:Bachelor’s degree in business or public administration, engineering, architecture, environmental science, economics or other related field required. The equivalent of four years of experience in resource conservation, budget or policy analysis and development, technical project management, or a related field. Technical understanding of building science and HVAC systems. Familiar with financing models and cost benefit and life-cycle analysis techniques. Experience advising senior management on policy development, program direction, and allocation of resources. Experience leading multidisciplinary teams across organizational lines and the ability to work collaboratively and successfully with stakeholder groups. Strong leadership, analytical and communication skills. Ability to work well independently and in a collaborative environment. Ability to manage workload and priorities. Ability to work with demanding and competing deadlines. Desirable Qualifications: Master’s Degree in business or public administration, engineering, architecture, environmental science, economics or other related field. Four years experience developing, implementing and financing effective energy/resource conservation management programs. A breadth of experience in public policy, finance, utilities, public administration, green building and environmental systems. Experience serving elected officials and the public.

The State Building Code Council has scheduled a special meeting on Friday, February 17, at 2:30 p.m. to review the Energy Code TAG report on the amended 2012 International Energy Conservation Code. Best Practices to Improve Building Performance Focus of ASHRAE HighPerforming Building Conference

ATLANTA— The engineering, architectural and green building communities, aswell as governmental agencies, are seeking to fundamentally change energy-useaspects of the built environment. The ASHRAE conference, High PerformanceBuildings: A Focus on Deep Energy Savings, addresses what really works whentackling major improvements in energy efficiency, renewable applications andoperating practices in buildings.

The conference is sponsored by ASHRAE’s High Performing Buildings magazineand takes place March 12-13, 2012 in San Diego, Calif.

“The conference’s focus on case studies and networking offers attendees anup close and personal exchange of ideas on best practices for high performancebuildings,” Kent Peterson, conference chair, said. “It’s an intense two days ofexamining what has and hasn’t worked in the past, what we’re doing right nowand what we can do in the future to ensure that ‘high performance’ is theobvious choice when it comes to design and construction.”

The full technical program offers more than 50 presentations in 16 sessionson topics such as applications results; energy audits; commissioning;benchmarking of utility consumption; economics, design and construction; energyefficient IEQ strategies and technologies; and energy efficiency strategies forenvelopes and lighting.

Particular sessions of interest include “U.S. Army Net Zero Policy,Initiatives and Progress,” presented on March 12, by Katherine Hammack,Assistant Secretary of the Army (installations, energy & environment). TheArmy is the largest facility energy user in the federal government, with an energybill that exceeded $1.2 billion in FY10. A recent initiative by the Army hasannounced 17 installations that will participate in a pilot project to achievenet zero by 2020 in one of four categories: energy, water, waste or all three.

Additionally, “Life-Cycle Commissioning: Maximizing Investment inConstruction, Operation and Maintenance,” on March 13, addresses the importancecommissioning throughout the entire life-cycle of a building, versus newbuilding or retro-commissioning alone. Life-cycle commissioning maximizes thecapital, operating and strategic investments in facilities and a necessaryevolution for an efficient building.

Jeanne Clinton, special adviser to the Governor for Energy Efficiency,presents a keynote speech on “Energy Management Meets Economic Development.”Other keynote speeches are presented by ASHRAE President Ron Jarnagin and EricCorey Freed, who will speak on “Dodo-Sapiens: How Our Way of Life Is Killing Usand the Need for Regenerative, Bio-Based Buildings.” The conference alsoincludes a presentation on this topic by Douglas Pierce.

In conjunction with the conference, ASHRAE Learning Institute is offeringthe Implementing Standard 189.1-2009 for High-Performance Green Buildingsseminar. Presented by Tom Lawrence, a professor at the University of Georgia,this six-hour seminar focuses on the minimum requirements for the design,construction and plans for operating high-performance buildings. The seminartakes place on March 11, and the cost is $485 ($395 ASHRAE, USGBC and AIAmembers).

Cost of registration for the conference is $650, non-member ($550 ASHRAE,USGBC and AIA members). The conference will be approved for AIA LUs, NY PDHsand GBCI credits for LEED APs. An “on-demand” virtual conference is includedwith the registration fee. A Virtual Conference only registration is $149 ($99,member). Registration is limited to 300 attendees. Grassroots Activities – Regions, Chapters, andMembers – Are Indispensable to Realizing Positive Public Policy

To date (January 25), 33 of the 47 legislatures (includingthe District of Columbia’s Council) meeting in regular session this year – thelegislatures in Montana, Nevada, North Dakota, and Texas are not slated to meetin 2012 – have convened and are already discussing measures of import to ASHRAEat both a Society and chapter level – and at a stunning rate. Throughutilization of a new monitoring service, nearly 800 bills havebeen pinpointed by ASHRAE Government Affairs staff as relating to buildingenergy codes and standards; “green” building; engineer licensure; science,technology, engineering, and mathematics (STEM) education; indoor air quality;“smart grid”; and more – all issues of interest to ASHRAE members.

However, success at the grassroots level requires thatcommunication be a two-way street. While staff can serve as a clearinghouse anddissemination point of policy information in the states, provinces, orlocalities, we need your help in tracking what is going on –especially relative to proposed code changes or issues regularly taken up bystate agencies or boards (e.g., PE licensure, continuing education). What worksin Kentucky may work in Minnesota, so Government Affairs staff must be keptabreast of the goings-on so that we can provide you with the appropriate tools,contacts, coalition partners, etc., to stimulate adoption of pro-ASHRAE publicpolicy.

This is a great means by which ASHRAE staff can help ASHRAEmembers “on the ground” to be kept up-to-speed on these issues. Not only isthis a way for ASHRAE members to become engaged in the public policy process,but it presents a terrific opportunity for personal and professionaldevelopment; you can take part in effecting positive change while, makingyourself more valuable as a technical and policy expert within your communityand within your firm/organization – and within your ASHRAE chapter.

Building Energy Efficiency Spotlighted in PresidentObama’s State of the Union Address

President Barack Obama delivered his annual State of theUnion address to Congress this past Tuesday. In his address, the Presidentoutlined his policy priorities in his so-called “Blueprint for America Built toLast”, which includes increasing building energy efficiency.

“Of course, the easiest way to save money is to waste lessenergy. So here’s a proposal: Help manufacturers eliminate energywaste in their factories and give businesses incentives to upgrade theirbuildings. Their energy bills will be $100 billion lower over the nextdecade, and America will have less pollution, more manufacturing, more jobs forconstruction workers who need them”, said the President during the address.

Congress Returns – Energy and Funding Issues LikelyContentious Hotspots as Elections Near

House and Senate members have returned to Washington, DC andare now determining the issues that will be tackled this year, as Democrats andRepublicans prepare for the coming November elections, in which all Housemembers and one-third of the Senate are up for reelection.

Among those issues that will likely be addressed this yearis building energy efficiency, which could come in the form of the EnergySavings and Industrial Competitiveness Act (S.1000) – a bill that ASHRAE hasbeen closely working on. Even if S.1000 passes the Senate, it is unlikely tomake it through the House; however this bill is likely to set the stage forfuture legislation, and is thus worth close attention.

Federal funding and the continuing debt crisis are also onthe list of contentious issues this year. On February 13, President Obama isexpected to release his budget request to Congress for fiscal year 2013.Although scant details are available on this statement of the Administration’spriorities, it is largely considered dead on arrival in Congress, as theRepublican-controlled House will press forward with Republican’s own vision forthe country.

The release of the President’s budget request kick-startsthe budget and funding season in Congress, which is forecasted to result ingridlock at least until the November elections, as philosophical and prioritydifferences persist between Democrats and Republicans. Ultimately, the abilityof Members of Congress to reach agreement will determine many things, includinghow active federal agencies are able to be in areas such as building energyefficiency, and science, technology, engineering, and mathematics (STEM)education.

ANSI/ASHRAE/USGBC/IES Standard 189.1-2011, Standard forthe Design of High-Performance, Green Buildings Except Low-Rise ResidentialBuildings, provides a green building foundation for those who strive to design,build and operate high performance buildings. It covers key topic areas of sitesustainability, water-use efficiency, energy ef¬ficiency, indoor environmentalquality and the building’s impact on the atmosphere, materials andresources. When first introduced in2009, the standard was the first code-intended commercial green buildingstandard in the United States.

“Since Standard 189.1 was first published, we havereceived much input from the industry offering suggestions on how to strengthenit in all areas,” chair Dennis Stanke said. “This 2011 version incorporatesmuch of that input. More importantly, the 2011 version incorporates updated connectionsto its referenced standards – primarily ANSI/ASHRAE/IES 90.1-2010 andANSI/ASHRAE 62.1-2010. Compliance with these updated provisions will result infurther improvements to indoor environmental quality, while further reducingenergy use and environmental impact through high-performance building design,construction and operation.”

The most significant change in energy-related provisionsresults from new requirements in ANSI/ASHRAE/IES Standard 90.1-2010, EnergyStandard for Buildings Except Low-Rise Residential Buildings, adding to andsuperseding requirements in the 2007 version. In October 2011, the U.S.Department of Energy found that the 2010 version of Standard 90.1 containssignificant energy savings over the 2007 standard. The energy savings in theStandard 90.1-2010 provisions also result in energy savings for buildingprojects complying with Standard 189.1, according to Stanke.

In addition, mandatory and prescriptive renewable energyrequirements were clarified to reduce confusion and simplify calculations; nowboth mandatory provisions to prepare for on-site renewable energy andprovisions to produce prescribed levels of renewable energy must be met.Additionally, buildings that meet the prescriptive requirement for renewableenergy production are now deemed to comply with the mandatory requirement forrenewable energy site-preparation.

The standard also updates the performance option forenergy efficiency (Appendix D) so that it refers to Appendix G of Standard90.1-2010, which is now a normative appendix. Appendix G of 90.1 applies toprojects seeking to reduce annual energy cost more than would be possible bymerely meeting the requirements of that standard. Appendix D in Standard 189.1, on the otherhand, provides a performance option for compliance as an alternative to theless-complex prescriptive option; it must show that the project design resultsin annual energy cost equal to or less than would be possible by meeting themandatory plus prescriptive requirements of the standard, according to Stanke.

Additional changes to the 2011 standard include:

• Morestringent Lighting Power Density allowances due to the change in reference toStandard 90.1-2010. Both interior andexterior values are now set as a percentage of the Standard 90.1 allowances,based on building, space or area type.

• Automaticcontrols are now required for lighted signs visible during daytime hours;controls must reduce the lighting power to 35 percent of full power. For otheroutdoor signs, automatic controls must now turn off lighting during daytimehours and reduce the lighting power to 70 percent of full power after midnight.

• Open-graded (uniformed size) aggregate and porous pavers (e.g.,open-grid pavers) qualify as a hardscape surface for heat island mitigationwith no further testing. Permeablepavement and permeable pavers must meet a minimum percolation rate rather thana minimum solar reflectance index (SRI).

Standard 189.1 is currently a jurisdictional complianceoption in the International Green Construction Code developed by theInternational Code Council, ASTM International and the American Institute ofArchitects.

My fellow ASHRAE members,

I have some exciting news to share regarding a rebranding of our great Society. For more than 100 years, ASHRAE has provided guidance for HVAC&R. As time and technology have changed, so has ASHRAE, moving from focusing solely on HVAC&R to providing guidance for total building design, reconstruction, construction and operation.

In recognition of this evolution, ASHRAE is making some changes regarding how we brand the Society. Our promise for sustainability encourages us to improve the quality in the built environment while leaving a lasting legacy for future generations. The new ASHRAE brand supports our focus on improving engineering standards and our market position as a community of engineers and related professionals united by knowledge, mission and a code of ethics to design, construct and operate better places for people to live, work and play.

First, and most visible, is a refreshening of the ASHRAE logo. Market research showed us that the logo had a dated brand presence (the logo was created in 1959 to recognize the merger between The American Society of Refrigerating Engineers and the American Society of Heating and Ventilating Engineers) and that we needed a more modern look that fully reflects the evolving structure of the Society and our aspirations. Along with this logo, we have created an ASHRAE Logo Guide document to ensure that we maintain a consistent brand image.

In addition, we have created a tagline to help explain to outside audiences the expanded role of ASHRAE in the world around us. “Shaping Tomorrow’s Built Environment Today” presents ASHRAE as the dynamic and innovative Society it is today and promises our members, the industry and the world that whatever the future brings in the built community, ASHRAE will be at the forefront for research and guidance.

Lastly, we are doing business as “ASHRAE” vs. using our full legal name of the American Society of Heating, Refrigerating and Air-Conditioning Engineers. Use of ASHRAE reflects our global membership and that our services will continue evolving globally.

In addition, the rebranding coincides with a redesign of ASHRAE.org. With this redesign comes better navigation, a better search engine and better tracking, all of which will help you find the information you need whether it’s for your role in the industry or ASHRAE.

An announcement regarding the rebranding was made today at the Society’s 2012 Winter Conference being held in Chicago. We also shared an inspirational video with the audience that tells the story of ASHRAE. You can view the video here.

Following the Conference, we will provide additional guidance and information for our grassroots regions, chapters and student braches on how this change impacts how these groups conduct business. In addition, we have created a Frequently Asked Questions document that provides answers to some of the questions you may have.

This is an exciting time for our Society! I look forward to working with you and our more than 52,000 members around the world to shape tomorrow’s built environment today.

I have been reviewinglegislation introduced in the first few days of your state’s legislativesession and two bills speaking to science, technology, engineering, andmathematics (STEM) education are coming up for committee discussion next week:

· If enacted, HB2209 (being heard in the House Education Committee at 1:30 p.m. onthe 20^th) would add STEM-related curricula as mandatory for creditsin alternative learning environments.

· If enacted, SB6041 (being heard in the Senate Early Learning and K-12 Education Committeeat 8 a.m. on the 18^th) would allow elementary schools to serve as“lighthouse” schools as exemplars of best practices in the teaching of STEMsubjects. In addition, the bill would establish a dedicated state account forthese schools at all levels (it appears to me that, currently, the “lighthouse”program has no specified funding mechanism).

I don’t know if you have aninterest in being engaged on this issue, which is a high-level advocacypriority for ASHRAE, but if you’d like to to learn more about ASHRAE’s positionon STEM-related issues or wish to become involved in more direct advocacy oneither (or both) of these bills, please let me know at your earliestconvenience.

State Legislatures Convene, Address Top-Line ASHRAE PolicyConcerns

There is a buzz in state capitols right now as legislaturesfrom coast to coast are beginning their 2012 sessions. To date (January 13), 33of the 47 legislatures (including the District of Columbia’s Council) meetingin regular session this year – the legislatures in Montana, Nevada, NorthDakota, and Texas are not slated to meet in 2012 – have convened and arealready discussing measures of import to ASHRAE at both a Society and chapterlevel.

As has been reported in past Updates, at ASHRAE’s Annual Meeting last summerin Montreal, the Board of Directors voted unanimously to develop grassrootsadvocacy programs at the state, provincial, and local levels within theSociety’s membership. We are working to mobilize ASHRAE chapters and members inencouraging adoption of ASHRAE standards in their states, provinces, cities, andcounties, as well as other public policies in line with ASHRAE advocacypriorities, including (but not limited to):

· Buildingenergy codes;

· Buildingenergy disclosure;

· Engineeringlicensure (e.g., “Master’s or Equivalent” [as outlined in the November 18 Update], continuing educationrequirements, etc.)

· Measuresrelated to a higher-performance built environment; and

· Science,technology, engineering, and mathematics (STEM) education initiatives.

By utilizing a new legislative monitoring service, ASHRAEGovernment Affairs staff has already identified nearly 400 state-level measures that addressthe above issues, with a view toward acting as a centralized resource andclearinghouse of legislative information to ASHRAE regions, chapters, andmembers so that all can help to shape positive public policy.

U.S. House and SenateMembers Return Later this Month; Congressional Staff Peer Into LegislativeCrystal Ball for 2012

U.S. House and Senate members are back in their states anddistricts, meeting with constituents and campaigning, while their congressionalstaffers back here in Washington, DC are trying to see through the politicalfog and find a path to a legislative win for their bosses. Clouding their vieware the upcoming U.S. Presidential and House and Senate elections, andPresident Barack Obama’s upcoming State of the Union address and his budgetrequest to Congress, both of which will outline the President’s 2012legislative priorities.

Given the high degree of partisanship within Congress andbetween the President, there will likely be few chances for large-scalelegislation to pass, and yet there will be opportunities. For instance, someSenate leaders would like to block out time to debate energy efficiencylegislation on the Senate floor, and are meeting to discuss this in greaterdetail in the coming weeks. The exact legislation is yet to be determined, butthere is a fair likelihood that it could resemble the Energy Savings andIndustrial Competitiveness Act (S.1000), which ASHRAE and a large number oftechnical societies and organizations have been working on since April, 2011.

2012 is shaping up to be an interesting year, and evenlegislation that doesn’t pass will help set the stage for 2013.

Energy Code Update

The State Building Code Council held a special meeting on January 4, 2012 to review a petition regarding the cold storage provisions of the 2009 Washington State Energy Code (WSEC). The Council voted at that meeting to file an emergency rule to repeal the requirements of Section 1460 of the WSEC. Additionally, the Council agreed consider rulemaking on Section 1120, Scope, of the WSEC as a part of the regular cycle.

The Energy Code TAG has completed their review of the Residential provisions of the IECC/WSEC. This document is now available for review

Seattle’s GreenBuilding EVOLUTION

TheCity Green Building team takes an exciting new step in 2012. Beginning inJanuary, part of the “green team” will join forces with the Office ofSustainability and Environment (OSE). Staff focused on policy development willbecome part of OSE, and those focused on green codes and permitting will staywith the Department of Planning and Development (DPD), as part of the OperationsDivision. As this next step unfolds, both DPD and OSE will continue to developand implement innovative approaches to building sustainableneighborhoods.

CityGreen Building’s mission -- making green building standard practice -- has heldfast over ten plus years. The City of Seattle’s legacy as a national leader hasfostered local adoption of green building practices, moving beyond the earlyadopters to the mainstream market. “Seattle’s green building growth has beenexponential. Given the current level of green building expertise andinnovation in the private market and in regional organizations we need tocontinue to evolve our vision and approach,” said Sandra Mallory, ProgramManager for City Green Building. “If we are to achieve a climate neutralSeattle, then our green building policies and initiatives need to fit within abroader context.”

Theevolution of the green building program naturally led to greater coordinationwith the Office of Sustainability and Environment, the City’s primary officefor urban sustainability policy development. “Over the past years, the greenteam and OSE have worked closely together on numerous initiatives, includingco-leading the Green Building Task Force which in turn led to programs likeCommunity Power Works, Energy Benchmarking and Priority Green permitting.Consolidating our efforts will better align work in overlapping areas and allowthe City to expand our work on environmental priorities,” said Jill Simmons,Director of OSE.

WithinDPD the green team has worked to support both typical and advanced greenbuilding projects through education, incentives and program development. “DPDhas been a long-standing advocate for green building from within Citygovernment. We have invested in our staff – teaching green building strategiesso that our reviewers are ready to help applicants when they come in,” saidDiane Sugimura, the Director of the Department of Planning and Development. “Weremain committed to removing barriers to green building and encouraginginnovative sustainability practices.”

In2012 DPD will remain focused on growing green permitting, on supporting theLiving Building Challenge pilot and on evaluating the International GreenConstruction Code (IgCC) for potential adoption in Seattle. Planning staff willwork closely with OSE to implement land use policies that advance greenbuilding. Green building staff in OSE will be working on implementing theSustainable Building and Sites policy, development of a city ResourceConservation Plan, and providing ongoing management and support of the energybenchmarking program and the 2030 District.

Unless plans unravel, today (or shortly thereafter),Congress will pass a funding deal that combines several bills into a singlepackage, and averts a partial government shutdown. Tucked away in this massive,near $1 trillion bill, which President Barack Obama is expected to sign into law,is a down payment to conduct the next edition of the Commercial BuildingsEnergy Consumption Survey (CBECS).

Conducted about once every four years, CBECS is a nationalsample survey that collects information on the stock of U.S. commercialbuildings, their energy-related building characteristics, and their energyconsumption and expenditures. The Survey is administered by the U.S. EnergyInformation Administration, and is a prime example of one of those little knownprograms that underpin several public and private sector buildings programs andactivities. For instance, CBECS data help form the basis for understanding thepatterns of energy use, are used by ASHRAE’s standards, and are utilized by theENERGY STAR Buildings program, ASHRAE’s Building Energy Quotient (Building eQ)building energy labeling program, Leadership in Energy and Environmental Design(LEED) for Existing Buildings, Green Globes®, and many others.

ASHRAE and the building industry have been relying on CBECSdata that is nearly a decade old (the latest data is from 2003), and withoutassistance from Congress, a new CBECS would not occur, and because there is noother survey like it, the needed information on building energy use could nototherwise be easily obtained. As a result, ASHRAE has been leading a coalitionof building industry stakeholders to work with key Members of Congress to helpensure that a new CBECS is conducted.

Congress Passes National Defense Bill – Requires NewReport on Standards 189.1-2011 and 90.1-2010 for Military Construction andRepair

This week Congress passed the National Defense AuthorizationAct for Fiscal Year 2012 (NDAA). President Barack Obama is expected to sign thebill into law. The NDAA requires the U.S. Department of Defense (DoD) to issuea new report on the energy efficiency and sustainability standards used by DoDfor military construction and repair. This report will include a cost-benefitanalysis, return on investment, and long-term payback for ASHRAE Standard189.1-2011 Standard for the Design of High-Performance Green BuildingsExcept Low-Rise Residential Buildings, ASHRAE Standard 90.1-2010 EnergyStandard for Buildings Except Low-Rise Residential Buildings, andLeadership in Energy and Environmental Design (LEED) silver, gold, and platinumcertification, as well as LEED volume certification. Other, non-specified,American National Standards Institute-accredited standards may also be examinedin the report as well.

ASHRAE assisted the House and Senate Armed ServicesCommittees in drafting the ASHRAE building standards section of this bill, andmany of our recommendations were incorporated into the final bill. ASHRAE hasalready reached out to DoD staff to begin understanding how this report may beassembled, and will be involved with the report, to the extent possible.

DOE Releases New Version of Energy Modeling Software

The U.S. Department of Energy (DOE) recently released thelatest version of its building energy modeling software EnergyPlus, whichcalculates the energy required to heat, cool, ventilate, and light a building.EnergyPlus is used by architects and engineers to design more efficientbuildings, by researchers to investigate new building and system designs, andby policymakers to develop energy codes and standards. Advanced physicscalculations within EnergyPlus allow it to model a wide range of residentialand commercial buildings and HVAC system types, including passive buildingdesigns and low-energy systems.

EnergyPlus v7.0 features many enhancements and has 25 to 40percent faster execution speeds on a wide variety of models. EnergyPlus is apart of DOE's strategy of Building Energy Modeling (BEM), a key technology thathelps achieve DOE's mission of significantly reducing energy consumption in newbuildings and retrofits. In addition to helping architects and engineers findlow-energy building designs, BEM is used in the development of building energyefficiency codes and standards, in the creation of energy design guides, in thecertification of building energy performance, and other applications.EnergyPlus v7.0 is available free of charge for Windows, Mac OS, and Linux.Source code licenses are also available. Workshop Held on DOE’s Proposed Commercial BuildingEnergy Asset Rating Program

Last week the U.S. Department of Energy (DOE) held aworkshop on their proposed Commercial Building Energy Asset Rating (AR)Program. ASHRAE attended this two-day meeting, and previously submittedcomments to an earlier request for comments from DOE. ASHRAE’s comments can beviewed at http://www.ashrae.org/advocacy/page/1348.Click on the link titled “ASHRAE Comments to DOE on DOE’s Development of aVoluntary National Asset Rating Program for Commercial Buildings”, under theLetters and Testimony section of the Webpage.

DOE expects to issue a request for information on the designof their pilot AR Program in late February/early March, and to begin the pilotin April, 2012.

Aspart of a major renovation of a medium sized office building in Chehalis, Washington, split-system constant-volumeair-to-airheat-pumps were replaced with VRF ductless,heat recovery heat pumps. The existingair distribution system became a dedicatedoutside air system with heat recovery.

Energyperformance comparisons are now available from computermodels of the existing and proposed systems,as well as submeteringperformed as part of an EPRI nationalstudy. Five months of data are currently available. This talk will offer the audience specificinsights derived from the Chehalis project, as well as general guidelinesdesigners will want to follow to avoid any common pitfalls in VRF retrofits.

Mr.Lewellenis VicePresident of RICE Group, Inc., a Mechanical and Energy Engineering consultingengineering firm located in Lynnwood, Washington. DPD is very pleased to announce that we’ve hired DuaneJonlin to fill the position of Energy Code and Conservation Advisor. This position (previously filled by the now-retired John Hogan) isresponsible for helping formulate the City’s policies regarding the energy code,developing the Seattle Energy Code, and influencing the direction of thenational energy codes.

Duane is a licensed architect and (now former) principal atNBBJ Architects here in Seattle, where for the past 14-plus years his job hasbeen to oversee the program that ensures the projects designed by the firmcomply with the construction codes. In coming to DPD, Duane knows hisfocus will be much more limited than his previous job, but he also knows thereis a lot to be done in the energy code arena, and wants to make a difference,not just for now but also for the future. From talking with Duane, we believehe brings a passion for this work with him, plus a great balance of vision andpracticality—he wants to advance the code, yet also wants to make sure what isin the code will actually work, and brings plenty of ideas as to how to makethat happen.

We’re very excited to have such a high-quality candidate inDuane joining us. His first day with DPD will be January 4.

National Defense Bill May Require Study of Standards90.1 and 189.1 for Military Construction and Renovation

After a week of debate, last night the Senate passed theNational Defense Authorization Act for Fiscal Year 2012, setting off a finalround of negotiations between House and Senate leaders that could result in theU.S. Department of Defense (DoD) conducting a study in 2012 on the effects ofusing ASHRAE Standards 90.1 Energy Standard for Buildings Except Low-RiseResidential Buildings, and 189.1 Standard for the Design ofHigh-Performance Green Buildings Except Low-Rise Residential Buildings forDoD military construction and renovation.

The House version of this bill (passed in May) differs inmany ways from the Senate-passed version. For instance, the House version wouldrequire the study of Standards 90.1 and 189.1, while the Senate-passed versiondoes not. Over the past several months ASHRAE has been working with House andSenate Armed Services Committee staff to improve the study requirements ofStandards 90.1 and 189.1 to help provide federal policymakers with the mostaccurate information on building energy efficiency and sustainability.

Over the weekend and through next week, House and Senateleaders will meet to decide what the final National Defense bill shouldcontain, which could include the study on Standards 90.1 and 189.1. The Houseand Senate will vote on the final version of this bill following thesenegotiations, after which it will be sent to the President for his signature.

President Obama Joins Leaders in Announcing $4Billion Investment in Public and Private Building Energy Efficiency

Today President Barack Obama announced a new commitment toinvest $2 billion to improve the energy efficiency of federal buildings overthe next two years at little or no cost to taxpayers, by using the long-termsavings of energy performance contracts.

Former President Bill Clinton joined President Obama to addthat 60 CEOs, local and labor leaders have also committed to invest about $2billion in building retrofits and related projects to improve building energyefficiency by at least 20 percent by 2020 in 1.6 billion square feet of office,industrial, municipal, hospital, community college, and school buildings.

"Upgrading the energy efficiency of America’s buildingsis one of the fastest, easiest, and cheapest ways to save money, cut down onharmful pollution, and create good jobs right now. But we can’t wait forCongress to act. So today, I’m directing all federal agencies to make atleast $2 billion worth of energy efficiency upgrades over the next 2 years – atno up-front cost to the taxpayer. Coupled with today’s extraordinaryprivate sector commitments of $2 billion to upgrade businesses, factories, andmilitary housing, America is taking another big step towards the competitive,clean energy economy it will take to win the future," said PresidentObama.

"Investments in building retrofits and energyefficiency can make a real difference in the American economy, by creatingjobs, growing our industries, improving businesses’ bottom lines, reducing ourenergy bills and consumption, and preserving our planet for future generations,"said former President Clinton.

ASHRAE Comments on DOE Commercial Building WorkforceJob/Task Analyses

The U.S. Department of Energy (DOE) has developed a set ofdraft analyses for the minimum knowledge, skills, and abilities that a skilledworker should possess for six job classifications. The workforce job/taskanalyses are intended for use by federal, state, municipal and utilityratepayer-funded energy efficiency programs, and organizations and individualsinvolved with training and accrediting commercial building personnel.

The six job classifications examined are:

Commercial Building Energy Auditor
Commercial Building Energy Modeler
Commissioning/Retro-Commissioning Authority
Energy/Sustainability Manager
Facility Manager
Operating Engineer/Building Technician

According to DOE, the Job/Task Analyses will:

Assist training providers in developing course content and curricula consistent with an industry-recognized suite of Job/Task Analyses.
Support increased workforce mobility up career ladders and across career lattices by establishing a clear set of knowledge, skills, and abilities upon which worker credentials should be based.
Lay the foundation for more robust private sector training programs.

In response to DOE’s request for comment on their draftJob/Task Analyses, ASHRAE’s volunteer subject matter experts developed commentsand recommendations that were submitted to DOE in late November. DOE Seeks Comment on Residential and CommercialBuilding Energy Performance Data Taxonomy

The U.S. Department of Energy (DOE) is seeking feedback frombuilding industry stakeholders and the general public on a new scheme it hasdeveloped for organizing information on residential and commercial buildingenergy performance data.

This taxonomy is part of DOE’s Building Performance Databaseproject, and represents an attempt to provide a standardized, consistent methodof classifying building energy performance data. The taxonomy is intended to behighly flexible and adaptable to a wide variety of uses and stakeholders,including policymakers, utilities, building owners, engineers, financialinstitutions, and others.

Comments are due to DOE by December 30, 2011. ASHRAE isplanning to submit comments.

U.N. Climate Change Talks Ongoing in Durban, SouthAfrica

Seattle Energy Code Update

Now thatthe 2012 versions of the I-codes have been published by the International CodeCouncil (ICC), the Washington State Building Code Council (WSBCC) is beginningto ramp up for the 2012 updates to the Washington State Codes.

- If the WSBCC process follows thatof previous code update cycles:
code change proposals due by 1 March 2012; WSBCC Technical Advisory Groups(TAG) review the proposals in the spring of 2012 and make their recommendationsto the WSBCC by the end of May 2012; the WSBCC considers the TAGrecommendations at their June 2012 meeting and votes on a draft for publicreview in July 2012; the draft published in August 2012; publichearings in September and October 2012; the WSBCC vote on the finalwording for the codes in November 2012; and the 2012 codes take effect on1 July 2013. (Note that the WSBCC will decide the actual schedule.)

For the 2012 Washington State Energy Code (WSEC), severalfactors will come into play:
(1) possible new format, (2) State law requiring additional energy savings witheach WSEC update, and (3) Federal Energy Policy Act (EPAct).

Possible new format:
- The WSBCC has expressed an interest in using the 2012 International Energy Conservation Code (IECC) as the format for the 2012 WSEC. Then, there would be Washington State amendments so as to bring the 2012 IECC into compliance with State and Federal laws.
- At a minimum, this would change the format of the Energy Code.
State law requiring additional energy savings with each WSEC update:
- SB 5854 (passed by the Washington State Legislature in 2009) provided direction for future updates to the Energy Code in effect in Washington State (RCW 19.27A.160) : “residential and nonresidential construction permitted under the 2031 state energy code must achieve a seventy percent reduction in annual net energy consumption, using the adopted 2006 Washington state energy code as a baseline; The council shall adopt state energy codes from 2013 through 2031 that incrementally move towards achieving the seventy percent reduction in annual net energy consumption …the council shall report its progress by December 31, 2012, and every three years thereafter.”
- To obtain a 70% reduction in energy consumption by 2031 (using the 2006 Washington State Energy Code as a base) would require a 14% improvement each cycle FROM THE CODE ADOPTED IN THE PREVIOUS CYCLE, therefore the energy consumption would be 86% of the previous code (e.g. the 2009 WSEC would have an energy consumption of 86% of the 2006 WSEC; the 2012 WSEC would have an energy consumption of 86% of the 2009 WSEC; etc).
Federal Energy Policy Act (EPAct):
- Federal law (1992 Energy Policy Act - EPAct) set baselines for state energy codes. For “commercial” buildings (defined as all buildings other than low-rise residential buildings), ASHRAE/IESNA Standard 90.1, Energy Standard for Buildings Except Low-Rise Residential Buildings, is specified. The law provides that the U.S. Department of Energy (USDOE) must evaluate each update to ASHRAE/IESNA Standard 90.1 to see if it saves energy compared to the previous version.
- On 19 October 2011, USDOE issued their determination that ASHRAE/IESNA Standard 90.1-2010 saves more energy than ASHRAE/IESNA Standard 90.1-2007 (“national source energy savings of approximately 18.2 percent of commercial building energy consumption; site energy savings are estimated to be approximately 18.5 percent”). Per Federal law, this started the statutory clock where States have two years to revise their Energy Codes to be as energy-efficient as ASHRAE/IESNA Standard 90.1-2010, and then to submit a certification to USDOE that they have achieved this.
- While the 2009 WSEC saved more energy than the 2007 version of ASHRAE/IESNA Standard 90.1, it certainly did not save 18% more energy. Consequently, the 2012 WSEC provisions will need to be revised so as to save at least as much energy as ASHRAE/IESNA Standard 90.1-2010.

ATLANTA – Application techniques, actual performance andpolicy issues for achieving high performance buildings with deep energy savingsare addressed at ASHRAE’s upcoming High Performance Buildings (HPB) Conference.Registration is now open.

High Performance Buildings: A Focus on Deep EnergySavings, advances the industry’s efforts to change the energy-use aspects ofthe built environment. The conference takes place March 12-13, 2012, San Diego,Calif., and features 50 presentations in 16 sessions covering a broad range ofHPB topics. The Building Performance sessions address integratedmeasurement, operation and maintenance practices; thermal and visualperformance; residential retrofits; design, operation and tenant behavior; andminimum ventilation rate procedure.

The Policy and Benchmarking sessions cover U.S. Army netzero policy initiatives; NSTAR – HPB as a part of the State of Massachusetts’energy efficiency goals; and CALGreen – California’s green building standardscode.

FaithBeing Lost in Super Committee to Complete Work; Policymakers Threaten to UndoFallback Automatic Spending Cuts

Themuch promised – and feared – super committee (officially called the “JointSelect Committee on Deficit Reduction”) may follow the path of so many pastdeficit reduction attempts, and not amount to much after all.

Made up ofHouse and Senate Democrats and Republicans, the super committee is charged withidentifying at least $1.2 trillion in federal budget cuts over ten years, andhas until November 23 to deliver recommendations and proposed legislation toCongress on how to achieve this target. Congress is then required to vote onthis legislation by December 23, 2011. However, with Republicans andDemocrats seemingly unable to reach compromise over revenue increases (such astaxes) and how much to cut defense and health care spending, it now appearslikely that the Committee and Congress will fail to meet the November andDecember deadlines.

UnlessCongress passes legislation that reduces the deficit by at least $1.2trillion, automatic spending cuts (also known as"sequestration") are slated to start going into effect on January 2,2013; however even this is now in doubt. A bipartisan groundswell ofsupport is building among several House and Senate Members for legislationthat would either reduce the size of the automatic cuts or eliminate themaltogether, arguing that Congress should have more say over federal spendingdecisions.

CongressComes Closer to Passing DOE Funding Bill for 2012 Fiscal Year

As early asnext week, the Senate may seek to pass legislation that would provide fundingto the U.S. Department of Energy (DOE), General Services Administration, andState Department for fiscal year 2012. This bill would provide $1.7 billion toDOE’s Office of Energy Efficiency and Renewable Energy (under which the Building Technologies, BuildingEnergy Codes, and State Energy Programs fall), as well as $105 million for theU.S. Energy Information Administration (EIA).

EIAadministers the Commercial Buildings Energy Consumption Survey (CBECS), and the$105 million for EIA would allow work to resume on CBECS (the last Survey isfrom 2003).

It isunclear what, if any amendments Senators may offer that would change thesefunding levels, however ASHRAE has learned that several prominent Republicanand Democratic Senators do generally support this bill, as they wish tocomplete work on the funding bills for the 2012 fiscal year.

The federalgovernment is currently operating under a continuing resolution (CR) thattemporarily funds government programs through November 18, 2011. Congresswill likely need to pass at least one more CR to give policymakers more time tocome to agreement on spending priorities and pass the annual funding bills.

ASHRAErecently signed a memorandum of understanding (MOU) with Pennsylvania StateUniversity (Penn State) to improve energy efficiency and reduce theenvironmental impact of buildings through the Greater Philadelphia InnovationCluster (GPIC) for Energy-Efficient Buildings.

DOE Updates National Reference Standard for CommercialBuildings to 90.1-2010

ATLANTA – Following preliminary analysis thatASHRAE/IES’s 2010 energy efficiency standard contains significant energysavings over the 2007 standard – 18.2 percent source energy savings and 18.5site energy savings – the U.S. Department of Energy (DOE) has issued a rulingthat establishes the 2010 standard as the commercial building referencestandard for state building energy codes.

In an announcement in the Oct. 19 edition of The FederalRegister, DOE attributes the greater energy savings to improvements inANSI/ASHRAE/IESNA Standard 90.1-2010, Energy Standard for Buildings ExceptLow-Rise Residential Buildings, related to better lighting, daylighting,controls and building envelope and better mechanical systems and application tomore systems.

With the Oct. 19 ruling, Standard 90.1-2010 serves as thecommercial building reference standard for state building energy codes underthe federal Energy Conservation and Production Act. As a result, states are required to certifyby Oct. 18, 2013, that they have updated the provisions of their commercialbuilding code regarding energy efficiency to meet or exceed 90.1-2010.

“The foundation of energy efficient buildings continuesto grow stronger with the news that DOE is now referencing the 2010 standard,”Ron Jarnagin, ASHRAE president, said. “ASHRAE hopes to make that foundationeven stronger through our current work with IES developing the 2013 standard.”

“The DOE has determined that the quantitative analysis ofthe energy consumption of buildings built to Standard 90.1-2010, as compared tobuildings built to Standard 90.1-2007, indicates national source energy savingsof approximately 18.2 percent of commercial building consumption,” according toDOE. “Additionally, DOE has determined site energy savings are estimated to beapproximately 18.5 percent.”

The DOE noted that the newer version of the standardcontains 19 positive impacts on energy efficiency. These impacts includedchanges made through the public review process in which users of the standardcomment and offer guidance on proposed requirements. Specifically the positiveimpacts include:

• Requirements for daylighting controls under skylights and commissioningof daylighting controls; increased use of heat recovery; cool roofs in hotclimates; lower illuminance in certain exterior zones; skylights anddaylighting in some building types; reduced ventilation energy; supply airtemperature reset for non-peak conditions; efficiency requirements for datacenters; lower lighting power densities; control of exterior lighting;occupancy sensor for many specific applications; daylighting controlrequirements for side-lighted spaces; and daylighting controls in more spaces.

• Updatedchiller efficiency requirements.

• Extensionof VAV fan control requirements.

• Expansionof new lighting power densities to more retrofits and automatic damperrequirements and use of economizers

• Minimizesexceptions to switched receptacle requirement.

The ruling comes on the heels of a July announcement thatestablished the 2007 standard as the as the commercial building referencestandard for state building energy codes. The DOE noted that because the 2010determination was published prior to the two-year deadline states have todemonstrate that their energy code meets or exceeds the stringency of the 2007standard, states are allowed to file just one certification to address bothdeterminations.

Since being developed in response to the energy crisis inthe 1970s, Standard 90.1 now influences building designs worldwide. It hasbecome the basis for building codes, and the standard for building design andconstruction throughout the United States. ASHRAE and IES publish a revisedversion of the standard every three years.

ASHRAE Presidential Member Bellenger Remembered

ATLANTA— Immediate past ASHRAE President Lynn G.Bellenger, who served as the first woman president in the Society’s 116 yearhistory, passed away Wednesday, Oct. 19. She was president for the 2010-11Society year, with her term ending in June 2011.

Bellenger, P.E., Fellow ASHRAE, was a recognized expertin energy management, with a strong focus on the need for energy modeling tohelp create and refine more efficient buildings. She was a partner, PathfinderEngineers & Architects, Rochester, N.Y.

“We at ASHRAE are greatly saddened by the death of ourformer president and our friend,” Ron Jarnagin, ASHRAE president, said. “Herlifelong passion for engineering excellence resonated within our membership andour industry, inspiring us through her belief that engineers will lead anenergy revolution with innovation. Through her service, she showed that thereis a path available to all who wish to extend the influence of engineeringprinciples to better serve the world we live in.”

As ASHRAE president, Bellenger focused on Modeling aSustainable World, sharing her thoughts about the role of modeling tools andhow all involved in the built environment industry must come together to takeadvantage of “the rich opportunities for optimizing building performance througha collaborative approach from the beginning.”

In an interview last year, Bellenger talked about herinvolvement in energy efficiency and how much has been put in recent years onthe need to save energy.

“One of the cool things about the sustainability movementis that it has ignited a passion in people that is changing the world. Thatpassion has brought a sense of energy and excitement to the industry andattracted people who are committed to designing and operating sustainablebuildings. I don’t see that changing in the future,” she said.

Bellenger was a recipient of an ASHRAE ExceptionalService Award, a Distinguished Service Award, two first-place ASHRAE TechnologyAwards and the Lincoln Bouillon Membership Award.

She received a Bachelor of Science in mathematics fromPrincipia College and a Master of Science in environmental science from RutgersUniversity.

The History of ASHRAE Research

An interest in research can be traced to the very roots of the Society. At the first annual meeting of the American Society of Refrigerating Engineers (ASRE), one of ASHRAE’s predecessor societies, an initial order of business dealt with research. They passed a resolution recommending the U.S. Department of Agriculture equip and maintain a cold storage plant for the purpose of research. They also appointed a committee of five members to work on the establishment of a standard unit or “ton” of refrigeration.

In a similar vein, another ASHRAE forbearer, the American Society of Heating and Ventilation Engineers (ASHVE) recognized that “the practice of heating, ventilating and air-conditioning was more of an art than a science.” ASHVE took steps to correct this by initiating a Research Bureau that was to open in 1917 but was delayed because of World War I and concerns over engineering espionage.

When the Bureau was able to be opened in 1919, the first study was of the build-up of Carbon Dioxide in NY apartments. This facility was located in three rooms in the US Bureau of Mines Experiment Station in Pittsburgh, PA. Since the founding of this research establishment, more than $50 million has been raised to support ASHRAE Research.

The 2009 Seattle Energy Code (and Washington State EnergyCode), Section 1411.1, last sentence of the first paragraph, requires thatproducts covered under Tables 14-1A through 14-1G be listed in a nationallyrecognized certification program. Tables 14-1A(3) and 14-1A(4) specifyminimum equipment efficiencies for VRF equipment and cite AHRI Standard 1230 asthe test procedure.

- Per the article below, the AHRI certification programfor variable refrigerant flow (VRF) equipment is now underway for productscovered under AHRI Standard 1230.

September 20, 2011AHRI Launches 37th Certification Program: Variable Refrigerant Flow (VRF)

AHRI has launched a new certification program for Variable Refrigerant Flow Multi-Split Air-Conditioners and Heat Pumps (VRF). This is AHRI's 37th certification program.

The equipment in the VRF program are rated and tested in accordance with AHRI Standard 1230, Performance Rating of Variable Refrigerant Flow (VRF) Multi-Split Air-Conditioning and Heat Pump Equipment. Systems sized under 65MBH are currently certified to AHRI Standard 210/240.

"As VRFs are gaining popularity in the United States, launching this new certification program is timely," said Bill Tritsis, AHRI Vice President, Certification. "Having a VRF program will provide the assurance that manufacturers' performance ratings for the equipment have been independently verified, which will likely increase awareness of these products within the United States."

This certification program:

Covers matched variable refrigerant flow multi-split air-conditioner and multi-split heat pump systems that comply with either the National Appliance Energy Conservation Act (NAECA) or the Energy Policy Act (EPACT), and use distributed refrigerant technology with cooling and heating capacities for outdoor units from 12,000 Btu/h [3508 W] to 300,000 Btu/h [87,692 W] and indoor units from 5,000 Btu/h [1,462 W] to 60,000 Btu/h [17,538 W]. Each indoor unit is designed to condition a single zone.
Applies to variable refrigerant flow multi-split systems consisting of the following matched components: a) an outdoor unit with single or multiple compressors or variable capacity compressor or with a variable speed drive; b) indoor unit(s) that have a coil, air movement device intended for single zone air distribution, and a temperature sensing control; and c) a zone temperature control device.
Covers VRF multi-split systems and heat recovery VRF multi-split systems covered in AHRI Standard 1230. Included are multi-split, matched system air-conditioners and heat pumps irrespective of their type of electric power source, or secondary fluid (e.g. air-to-air or water-to-air).

There are currently five participants in the program: Carrier, Daikin, LG Electronics, Mitsubishi, and Sanyo. Testing will be conducted at Intertek's testing facility in Plano, Tex. Performance data for certified products can be found in the AHRI Directory of Certified Product Performance (www.ahridirectory.org).
